August blackout - was it a military operation?

As the massive east cost blackout has been used to justify the Republican "energy" policy, and committees formed to investigate what could have gone wrong, we might have saved time and money by just asking the military. Is it possible that it was a military operation? According to an article at Prison Planet by Oliver Midleson 912/08/03), the Joint Task Force Told Face to Face, Blackout was a Military Test. If the substance of the chronology is true, then it certainly is reasonable to at least include a test of HAARP in the causal possibilities.
