New Design Implementation

Hi Everybody. Since folks seemed positively inclined towards the new design, I am implementing it. Over the next few weeks, I will bring the rest of the site into the new design. It will take a bit of time (which I don't have a lot of at the moment).

Please let me know if you run into anything that doesn't seem to be working right.
