In military matters, China has taken America by surprise a number of times recently, and surprises of this nature are not things with which Americans deal well, some portion of America's political establishment becoming irritable and uncomfortable. It is not clear how much of this is based on genuine analysis and how much on the kind of paranoid reaction which characterizes America's attitude towards Arabs since 9/11. There is also the distinct possibility of traces of anti-Asian prejudice which has a long history in America and in its policies. America's paranoid reaction to a number of events in the past - the rise of Japan, Communism, Islamic fundamentalism - reflect an arrogant imperial attitude of expected easy superiority which does not welcome any clouds on the horizon.

The word fascism is used a lot, often pejoratively. The image that immediately comes to mind is Mussolini in a steel helmet, hands on hips, head tipped back, jaw thrust out. It is an image that influenced other fascists. Young Hitler was a great admirer.

It is always helpful for any discussion to define the subject carefully, a seemingly obvious principle often ignored. What exactly is fascism? Can fascism coexist to any extent with democratic institutions?

Prime Minister Stephen Harper says he has trouble understanding Canadians who feel ardently that their country's soldiers should not be involved in Afghanistan. Toronto Globe and Mail

Afghanistan is not our war, Mr. Prime Minister.

We are not threatened by voices in the Middle East opposing American policy, unless you believe one reference in a recording of bin Laden mentioning Canada along with other countries. That recording, along with other post-invasion recordings, was almost certainly a CIA fraud, for Osama bin Laden had to be killed in the heavy bombing of his mountain redoubt.

There has been a lot of noise about the victory of Stephen Harper, leader of Canada's new Conservative party, but just what did he win?

Votes in the recent election for progressive parties - Liberals, New Democrats, and Bloc Quebecois (quite progressive on social issues) - went from 64.8% in the 2004 election to 58.2% in 2006, a handsome majority that would be rated a landslide in an American presidential election.

There is an Internet site that displays extraordinarily gruesome photographs taken by American soldiers in Iraq. Apparently, the owner of the site exchanges access to pornography for soldiers sending him their war pictures.

Digital cameras and the Internet are now providing a real glimpse of war to an American public that still daydreams about fresh-faced boys and girls marching off to do brave deeds on behalf of democracy.

If he is alive, Osama bin Laden surely is enjoying some hearty laughter. Nothing he could imagine, short of the virtually-impossible task of obtaining a tactical nuclear weapon and detonating it in an American city, compares to the damage just inflicted upon the United States by its own President. Ten thousand dead is the estimate of New Orleans' mayor. A morticians' emergency measures organization is ready for forty thousand corpses. We won't know for weeks, maybe months, as attics, basements, sewers, canals, and dumpsters are searched. The economic damage is nothing less than colossal.

America's fundamentalist carnival includes many fascinating acts. Excerpts from important new documents

The following passages were assembled from shredded paper found in an American National Archives dumpster by the Iranian Ambassador. A team of the country's best rug craftsmen is said to be working full-time on puzzling out the complete text. While some portions of this first batch could not be separated from dried globs resembling half-digested pretzels and spattered root beer, much remains legible. Authenticity, while not established, seems likely since the paper bears White House watermarks. The text appears to have been transcribed from recordings with much of the President's special flair for language suppressed, although there is a hand-written note about not making him sound like some "Eastern puke."

July 1 is Canada's national day, and although the country has its share of political problems, we have a great deal to celebrate.

We are not at war in Iraq, killing and maiming for no reason. We have conservatives in our politics, but we have no commentators spewing hate like Ann Coulter or Rush Limbaugh. We have no puffed-up imperialist ones like Thomas Friedman. We have no genuinely dangerous public figures like Tom Delay or Donald Rumsfeld.

A group of Republican legislators proposes to rescind the 22nd Amendment to the American Constitution. This is the Amendment, passed after four terms of Franklin Roosevelt scared the bejesus out of Republicans, limiting a President to two terms in office. The legislators apparently believe that with continued Republican gains in Congress, they may be in a position to change the Constitution by 2006, in time to extend Bush's benevolent work.

A lawyer gave a brief opinion piece on Canada's public radio, the CBC, in which he flatly said that criticism of Israel is a form of anti-Semitism.

I guess we should be grateful that people in Canada are much less violent in their opinions than people in the U.S. where one lawyer wrote an essay, published on the Internet, seriously advocating the execution of the families of those who commit terrorist acts in Israel. Another American lawyer, a very prominent one, has advocated protocols governing the legal use of torture in the United States.

What would Pierre Trudeau say? He stopped the FLQ dead in its tracks only to have the nation's future now toyed with by selfish, angry children.

This is a terrible time to force an election. I don't say this because it's only been a year since an election. I don't say this because another election will cost as much or more than the sponsorship scandal. And I don't say this because an election can only give us another minority government. The forces of separatism are more buoyant than they have been for years. Jean Charest's conservative policies have made the Quebec Liberals very unpopular, and the Parti Quebecois waits to resume power. The backlash in Quebec against the federal Liberals means the nihilistic Bloc Quebecois will take even more seats.

John Manley, prominent Liberal politician in Canada, has shown a stunning lack of judgment in chairing a private group proposing a new security-economic regime for Canada, Mexico, and the United States.

One hopes the proposal is not a feeler for something quietly supported by Paul Martin's government. We do know that Mr. Martin's goal of improving relations with George Bush has been a bit of a runaway train, gone off the tracks. The Prime Minister is almost certainly looking for ways to right the engine and fire up the boilers.
